The Palm Beach TPA developed new mobility planning resources in collaboration with local partners to support the implementation of the 561 Network. These resources are designed to guide both land use and transportation planning efforts, supporting the development of Transit-Oriented Communities (TOCs) and Transportation Demand Management (TDM) strategies.

Transit-Oriented Communities are compact, walkable, mixed-use areas located near high-capacity transit corridors and stations. These communities bring homes, jobs, and services closer together, reduce reliance on personal vehicles, and maximize the return on transportation investments. The TPA’s TOC Policy provides a planning framework tailored to the context of Palm Beach County municipalities and reflects the vision established in the Long Range Transportation Plan (LRTP).
The TOC Policy provides local governments with guidance on planning, zoning, and incentivizing TOC development through the use of tools such as flexible parking standards, multimodal impact fees, and housing affordability incentives. These resources help municipalities frame station areas and corridors for future growth in alignment with the 561 Plan.

Additionally, the TPA supports Transportation Demand Management (TDM) strategies that encourage the use of alternative travel options, including public transit, carpooling, biking, walking, and teleworking. TDM policies are designed to reduce traffic congestion, improve mobility, and enhance the quality of life throughout the county.

Together, TOC and TDM approaches provide a comprehensive strategy for managing growth and mobility, helping Palm Beach County communities become more connected, resilient, and sustainable.
