Performance Measures track the progress towards meeting the TPA’s vision of a safe, efficient and connected multimodal transportation system. The Performance Measures were adopted into the 2045 Long Range Transportation Plan and include locally-adopted and federally-required performance measures. Moving Ahead for Progress in the 21st Century Act (MAP-21) and Fixing America’s Surface Transportation Act (FAST Act) mandated Metropolitan Planning Organizations and FDOT report and adopt performance measures and targets that align with federal goals.
The Congestion Management Process (CMP) is embedded in the adopted performance measures. The CMP involves routinely monitoring all modes of travel and activity on the transportation network and managing the system’s performance by identifying and advancing effective solutions, or improvements, that mitigate the adverse impacts of congestion.
