Safe Streets Awards

The Safe Streets Awards are an opportunity to highlight individuals and jurisdictions that have led by example in creating safer streets for all users. Miami-Dade, Broward and Palm Beach counties will each select one individual Complete Streets Champion Award winner and one Complete Streets Community Award winner.

Conference attendees also voted to select the recipient of the 2025 People’s Choice Award! Winners were announced at the 2025 Safe Streets Summit on February 7, 2025. 

Complete Streets Champion Award

Awarded to an individual who has been an exceptional leader and catalyst in advancing Complete Streets in Miami-Dade, Broward or Palm Beach County.

Complete Streets Community Award

Awarded to a local government or organization in Miami-Dade, Broward or Palm Beach County that has significantly contributed to the implementation of Complete Streets including doing an outstanding job engaging the community.

Complete Streets Champion Award

Honorable Esteban Bovo, Jr.

Immediate past Chairman of Miami-Dade TPO Governing Board and Mayor, City of Hialeah

Honorable Esteban Bovo, Jr. has shown extraordinary leadership in advancing bicycle and pedestrian safety through policy development, innovative initiatives, and collaborative advocacy. His sponsorship of TPO Resolution #30-2024, which authorizes the creation of an implementation plan to advance bikeways as part of the Smart Street Transportation Enhancements Program (STEP), underscores his commitment to fostering a safer, more connected Miami-Dade County.

Honorable Esteban Bovo, Jr.’s vision builds on the success of the Netherlands Bike Immersion Program, a transformative initiative he championed. This program, conducted in collaboration with the Dutch Cycling Embassy, offered planners, elected officials, and engineers the opportunity to study world-renowned cycling infrastructure. Participants explored key elements such as protected intersections, bicycle signal phasing, and multimodal connectivity, gaining insights that are now shaping local transportation strategies.

Through STEP, Honorable Esteban Bovo, Jr. is driving efforts to enhance first/last-mile connectivity, improve access to schools, parks, and transit stations, and support Vision Zero goals to reduce traffic fatalities and serious injuries. His leadership ensures a safer and more equitable transportation network that benefits residents and visitors alike. Honorable Esteban Bovo, Jr.’s dedication to innovation and collaboration makes him a deserving recipient of the “Complete Streets Community Award.

City of South Miami

The City of South Miami has demonstrated strong leadership in advancing Complete Streets principles with the development of protected bicycle lanes on SW 64 Street. This project addresses a key connectivity gap by linking South Miami’s existing bike network to the planned 5.6-mile Ludlam Trail, an essential step in creating a countywide network of greenways and trails for both pedestrians and cyclists.

By connecting to the Ludlam Trail, the project enhances multimodal transportation options, linking South Miami to destinations like the Metrorail Dadeland North Station and future trails including The Underline/East Coast Greenway, South Dade Trail, and others. These protected bike lanes also promote economic growth by improving access to local businesses and attracting investment.

The project aligns with the City’s 2016 Intermodal Transportation Plan (SMITP), which identified bike infrastructure as a high priority. With the Ludlam Trail’s construction slated for 2026-2028, the City proactively planned to ensure seamless connectivity.

These protected bike lanes exemplify South Miami’s commitment to safety, health, and economic vitality through sustainable transportation solutions. The City’s focus on enhancing connectivity sets a standard for how communities can adopt Complete Streets principles, benefiting residents and neighboring areas. This transformative initiative makes South Miami a deserving recipient of the “Complete Streets Community Award”

Broward County

Complete Streets Champion Award

Scott Peterson

Project Manager, Florida Department of Transportation District 4

Scott Peterson is a professional engineer with decades of commitment to transformative design at FDOT in District 4. He currently leads the Roadway Design Team.

Scott is deserving of this award for numerous reasons including: 1. He has designed and executed 2 VERY transformative projects in Fort Lauderdale – SRA1A, from Sunrise Blvd to NE 18th Street and Old Dixie Highway from NE 13th Street to Middle River. These two projects were designed in-house under his leadership and required a long list of variances to meet the community needs. Both projects created safe, multi-modal transportation where severe crashes have been reduced significantly through his design leadership. 2. He currently serves as a Broward Safety Action Plan leader and advisor to create a collaborative approach to reach zero fatalities in Broward with regional partners. His commitment to the communities in Broward and Palm Beach through his lifelong service to FDOT District 4 will create safety and livability for people in South Florida for generations to come. It’s a pleasure to present Mr. Scott Peterson with the Complete Streets Champion Award.

Broward County Public Works Department

Broward County Public Works Department has worked with the Broward MPO, FDOT and local municipalities in the implementation of innovative designs along multiple roadways in Broward County. This Department played a key role in the success of the Broward MPO’s BTactical Program. Their vital contributions led to the successful implementation of two Quick Build projects that the Broward MPO completed in the cities of Deerfield Beach (NE 3rd Ave.) and Fort Lauderdale (NE 15th Ave.). Furthering their commitment to safety and vision zero, Broward County Government partnered with the Broward MPO to successfully secure a Safe Streets and Roads for All grant to develop a County-wide Safety Action Plan that aims to achieve zero traffic fatalities and serious injuries throughout Broward County.

Palm Beach County

Complete Streets Champion Award

Michael Napoleone

Mayor, Village of Wellington

Mayor Napoleone grew up in Boca Raton, FL, attended UF undergrad, and St. John’s University School of Law. He is a partner at Day Pitney LLP with a practice focused on business, probate and real estate litigation. He has served on the Wellington Village Council since 2016 and was elected to serve as Mayor in 2024. He is an active and involved member of the TPA Governing Board and Executive Committee. Over the years he has been a staunch champion for multimodal improvements, whether bicycling through Austin for a Peer Exchange, or embracing e-bike in the Netherlands. He is enthusiastic, curious and a great asset to our area. This year has been no exception.

Included are Key Mobility Accomplishments for Michael Napoleone in 2024:

1. Vision Zero Initiative − Finalized the Vision Zero Report and Policy, establishing a clear path to enhance road safety with the Village of Wellington − Based on the Vision Zero findings, Wellington applied for federal demonstration grant funding to support innovative safety measures within the community. As of today, they are awaiting response from the FHWA.

2. Circulation and Trails Improvements − Updated the Bike Circulation and Equestrian Trails Plans to ensure comprehensive coverage of accessible routes for cyclists and equestrians alike. − Installed new bicycle “fix-it” stations, offering on-the-go maintenance options to support cycling as a viable mode of transportation.

3. Community Mobility Services − Rolled out the Freebee service, a complimentary ride-sharing initiative that provides residents with an accessible, environmentally-friendly transport option.

4. Developer-Funded Projects − Secured developer funding and construction commitments for infrastructure enhancements at Stribling/Pierson and Gracida, further supporting our mobility and safety goals.

5. Village of Wellington Projects: − Village council approved a funding commitment for a round-a-bout at the intersection of Lake Worth Road and 120th Ave. − Village Council approved construction of an on demand (school day) traffic signal at the intersection of Lake Worth Road and Isles View Drive. − Completed design of Bicycle lanes along Greenbriar Blvd., from Aero Club Drive to Greenview Shores Blvd. (construction scheduled for letting in the 2nd quarter of 2025). Note: Will need council approval for construction funding − Completed design of a multimodal pathway along the C-2 canal connecting Greenview Shores Blvd. to Ousley Farms Road. (construction scheduled for letting in the 1st quarter of 2026) Note: Will need council approval for construction funding.

Complete Streets Community Award

Palm Beach County

Palm Beach County recently completed the first separated bicycle lane on a county roadway along Lyons Rd. and Sansburys Way from Forest Hill Blvd. to Okeechobee Blvd. (a segment of nearly 4 miles). This bicycle facility will provide a safe way for cyclists who frequently use this roadway to travel in the central part of the county connecting to schools and a nearby regional park. Palm Beach County has been awarded two Safe Streets and Roads for All Grants totaling over $5 Million to create a Vision Zero Action Plan, with the goal of zero traffic-related fatalities and serious injuries on its roadways, as well as a Pilot and Demonstration grant for the implementation and outreach of Flashing Yellow Arrows (FYA) to reduce crashes and enhance pedestrian safety in crosswalks. Additional examples of Palm Beach County’s recent safety projects and initiatives include:

· Implementation and outreach of Construction of A1A Pedestrian Crossing Flashers at 25 crossings in North County that improves pedestrian safety and also mitigates any impact to sea turtle life

· Formalized citizen requests for traffic signals and speed humps in their communities

· Funding and issuing a Request for Proposals (RFP) to create a Countywide Transportation Master Plan to work collaboratively with local municipalities to assess local transportation and mobility needs and future transportation funding, with the goal of a advancing a safe and efficient multimodal system for all.

People's Choice Award for Best Project

Awarded to a project that has helped advance Complete Streets efforts in Miami-Dade, Broward, and/or Palm Beach County. Projects can include quick-build or permanent and long-term projects. Safe Streets Summit attendees voted for the best Complete Streets focused project.
